If neither account has useful customer evidence yet, test a focused offer before committing to a large programme on both. The better choice is the platform where your business can earn relevant attention, help people understand the offer and support the next step.

These are not equivalent counts of active users. The platforms use different reporting measures, and TikTok's published audience figure covers adults only. They indicate substantial potential advertising reach on both platforms, not how many suitable Dubai customers your business will reach organically.
Use those figures as context. The deciding evidence is whether your intended customers respond to the offer and whether your team can produce content that helps them buy.
What actually differs between the two?
Instagram gives you several connected ways to present a business: a Reel can introduce the offer, a carousel can explain choices and Stories can carry timely updates. This is useful when potential customers need different pieces of information before contacting you.

Can you reuse content across both platforms?
