An SEO freelancer can be the right choice when you need a specific skill and already have the people to support it. An agency is attractive when research, content, local search and website work need coordinated delivery. An in-house role makes sense when SEO requires sustained attention inside your business and you can provide the skills, authority and support that person needs.

For many buying decisions, the most useful question is who will turn the SEO priorities into approved changes on your live website? Choosing a provider or employee does not answer that automatically.

A hybrid is also worth considering: an internal lead owns business priorities and approvals, while an external specialist or agency delivers agreed work.

Match the model to the gap

Start with the work your existing team can reliably complete. A business with writers and developers has a different hiring need from an owner who currently coordinates everything.

These are starting points, not rules about company size. A capable freelancer may work with other specialists. An agency may sell advice without implementation. An employee may be an excellent analyst without being a developer or copywriter.

When a freelancer is the best use of your budget

A freelancer is particularly useful when the missing skill is well defined. You may need a technical review before a website launch, help prioritising a backlog, or SEO guidance for writers and developers you already employ.

In that situation, hiring the right specialist can be more useful than buying a broader service you do not need. Your existing team supplies the surrounding capacity, and the freelancer contributes the judgement or work that is missing.

Confirm what happens after the advice arrives. Will the specialist clarify implementation questions, review the completed changes and help interpret the response? Or does the engagement end with the recommendations?

Availability matters too. Agree how the work fits your release schedule, what happens during absences and who handles anything outside the person's expertise. Ask the same questions of an agency; its name alone does not guarantee cover.

When an agency solves a larger delivery problem

An agency becomes more valuable when the work crosses several responsibilities you do not want to assemble separately. The research needs to become a content brief, the brief needs accurate writing, the copy needs publication, and the website changes need review.

The advantage is coordination, provided that coordination is part of the commissioned service. An agency that delivers only an audit still leaves implementation with someone else.

For a Dubai service business, local-search work can add another set of inputs: correct branch details, real service coverage and approved business information. If English and Arabic are needed, assign writing and review for each language rather than assuming either an agency or one employee covers both.

An agency can also work alongside an existing developer. The important distinction is whether the agency makes the agreed changes, briefs your developer, or provides separately quoted development. Establish that before treating the monthly service as a complete delivery solution.

When SEO belongs inside the business

An internal SEO role is useful when search needs to influence decisions as they happen. That could mean working with a product team, reviewing frequent website releases or helping several departments plan content.

The role needs protected time and enough continuing work. If the job also includes every social post, paid campaign and general marketing request, decide how much attention will actually remain for SEO.

Before choosing a model, write a name beside each responsibility:

  1. Priorities: who decides which search opportunities and website problems matter most?
  2. Business facts: who confirms services, locations, specifications and claims?
  3. Content: who writes, edits and gets the required approval?
  4. Implementation: who can publish page changes, make technical updates and check the live result?
  5. Review: who interprets the search response and feeds suitable-enquiry information back into the plan?

One person may cover several responsibilities. The test is whether they have both the ability and time, not whether their job title sounds broad enough.

Consider an illustrative Dubai equipment-hire business. Its SEO specialist has identified an important service page to improve. The writer is available, but nobody has confirmed the equipment specifications and the website supplier has no time booked to publish the changes.

Hiring a second SEO adviser does not fill those two gaps. The business needs an approver for the specifications and a route to publication.

A freelancer can work well if the internal team supplies those inputs. An agency can help if writing and implementation are included and it has a clear business contact. An employee can coordinate the work if they have authority and access. Under every model, the page remains unchanged until the missing responsibilities are assigned.

Compare the complete cost, not a salary against a retainer

A salary buys an employment role. An agency fee buys a defined service. A freelance fee buys the agreed project, time or recurring contribution. They are not interchangeable units of SEO capacity.

Include software only where you need to purchase it separately. A lower external fee may be good value if your team already covers the other work; it may be incomplete if nobody does. An internal employee can offer valuable continuing capacity, but only if the surrounding team can act on their work.

Build the UAE employment budget around the actual role

A useful role-specific reference is the Hays GCC Salary Guide 2026. Its performance-marketing table lists AED 18,000–24,000 a month for SEO/PPC/SEM Executive/Specialist and AED 25,000–40,000 for SEO/PPC/SEM Manager. These are total fixed monthly packages as of Q4 2025, drawn from Hays Middle East job listings, offers and candidate registrations. Hays guide, page 74.

Those are combined SEO/PPC/SEM roles in a GCC guide, not a Dubai average for a pure SEO specialist. Use them to test the seniority and breadth of your brief, then obtain a current salary expectation for that specific role.

For an internal hire in Dubai, build the rest of the budget around the actual job:

  • Pay: the agreed salary or fixed package, without adding included allowances a second time.
  • Hiring and getting started: recruitment, equipment, induction and applicable permit or residency costs.
  • Employment benefits: employee health insurance; ask your HR adviser what end-of-service or pension provisions to budget for this hire.
  • Ongoing support: tools, training, supervision, absence cover and specialist work the employee will not provide.

Dubai's official guidance confirms that employers, including those in free zones, are responsible for employee health insurance. Dubai health-insurance guidance. Have your HR or employment administrator cost the other requirements for your company's arrangement, rather than applying one assumed total to every hire.

Keep initial recruitment costs separate from recurring costs. Use a salary quote for the SEO role you actually need, not a broad marketing-manager figure relabelled as SEO pay.
